Solar Water Heating Programmatic CDM Programme - Invitation for Stakeholders & Interested Parties to Provide Comment

Unlimited Energy Resources (Pty) Ltd, a SESSA member, is developing the South African Solar Water Heating Programmatic CDM Programme under the Kyoto Protocol and requires comments from stakeholders and interested parties. The Kyoto Protocol is an international agreement linked to the United Nations Framework Convention on Climate Change that it sets binding targets for 38 industrialized countries and the European community for reducing greenhouse gas (GHG) emissions.

The Clean Development Mechanism allows emission-reduction (or emission removal) projects in developing countries to earn certified emission reduction (CER) credits, each equivalent to one tonne of CO2. These CERs can be traded and sold, and used by industrialized countries to a meet a part of their emission reduction targets under the Kyoto Protocol. The mechanism stimulates sustainable development and emission reductions, while giving industrialized countries some flexibility in how they meet their emission reduction limitation targets.

As part of the registration process stakeholders and other interested parties are invited to provide comment on the proposed project. This opportunity to provide comment will close on 26 November 2009.

Project Objective: The objective of the project is to reduce the emission of greenhouse gasses into the atmosphere through the installation of solar water heaters for residential heating of water, as a replacement technology to electric geysers.

Project Operation: Consumers will be able to access carbon revenue when installing SABS tested SWHs through approved SWH installers by participating in the South African Solar Water Heating Programmatic CDM Programme. Consumers can either participate directly in the programme themselves or indirectly through entities like insurance companies, banks, property developers and municipalities. Carbon revenue will flow to whoever is paying for the installation of the SWH on the proviso that the end consumer receives the final benefit. Installations will be monitored on a sample basis to determine the electricity being saved, with the sample results being extrapolated to the entire population.
